The National Council of Agricultural Chambers (Krajowa Rada Izb Rolniczych – KRIR) operates under the Act of December 14, 1995, on agricultural chambers (Journal of Laws of 2022, item 1083) and the Statute adopted by Resolution No. 6/2014 of the National Council of Agricultural Chambers dated May 28, 2018, amended by KRIR Resolution No. 6/2020 of September 9, 2020.
By virtue of this Act, an agricultural self-government was established to address the issues of agriculture and represent the interests of its affiliated entities (Article 1, paragraph 1 of the Act), with KRIR as part of this structure. KRIR has legal personality and serves as the statutory representation of the agricultural chambers.
The National Council of Agricultural Chambers holds the assigned REGON number 012440681 and NIP (Tax Identification Number) 5261762562. The KRIR consists of the presidents of agricultural chambers and delegates elected by the general assembly, one from each chamber (Article 37, paragraph 3 of the aforementioned Act).
According to Article 38 of the Act and paragraph 7, section 1 of the Statute, the tasks of KRIR include, in particular:
1. Representing the chambers before the Sejm, Senate, and government administrative bodies, excluding regional government administration;
2. Providing opinions on draft legal acts related to agriculture and food economy, as well as on assumptions and programs of agricultural policy;
3. Presenting proposals regarding the situation in agriculture and initiatives concerning legal regulations to the relevant bodies mentioned in point 1, as well as to local government bodies;
4. Assisting chambers in performing their tasks;
5. Organizing elections to the general assemblies of the chambers;
6. Conducting social, promotional, and educational activities for farmers and their families.
The executive body of the National Council of Agricultural Chambers is the Management Board (in accordance with Article 39 of the Act and paragraphs 27 and 28 of the Statute), which consists of the President, Vice-President, and three Board members elected by secret ballot from among the members of KRIR. The KRIR Management Board is responsible, among other things, for managing KRIR’s financial operations (paragraph 28, section 3, points 3-5 of the Statute). In accordance with paragraphs 13 and 14 of the Statute, the President represents the Management Board externally.
The Management Board carries out its tasks with the support of the office, which is headed by a Director elected by the Management Board (Article 41 of the Act and paragraphs 33-36 of the Statute). The offices of the National Council of Agricultural Chambers are located in Warsaw, Parzniew, and Brussels.
